Wingo has 9 paintjobs, none of which ressemble his original paintjob, some have flame designs, streaks, and a unique sketch with many colors and taillights that read "GO! WINGO!". Wingo was very likely to be a playable character, but was never confirmed before the project went south. Wingo is a playable character, unlocked once you beat Snot Rod's track. Wingo can be purchased as a DLC character in a $3 pack with Boost, DJ, and Snot Rod in the Xbox 360 and PS3 versions of the game. Wingo does not actually appear in the game, but was added as a playable character through modding. Wingo must be arrested by Sheriff in level 4 of "Speed Trap". He also has the highest handling stat in the game. He has a total of 9 different paint jobs. 
Oddly, Wingo is the only one of the Delinquent Road Hazards that can be played as during Arcade and VS mode. Once Wingo and the others are impounded, Wingo tells him that Chick had hired them to do it, referring to him as "some green race car, don't know, he had a mustache.". Once Lightning learns of the news, he races on to the interstate to earn his gear back. They are later hired by Chick Hicks to rob Mack on the highway, and Wingo's job is to collect the racing gear that is falling out of the trailer. Lightning tells him "Oh, are you gonna slice and dice me with your spoiler?" After getting annoyed by McQueen, they challenge him to a race through an abandoned mine.
Sheriff nabs him for zooming through Radiator Springs.Lightning is taking a drive through Tailfin Pass when comes across Wingo and his gang, who are blocking the road, telling him that he can't pass. If spoilers pressed him any closer to the road, he'd be flat. Swooping side and front panels add extra resistance. 
Sports headlights that blind other cars. Wingo makes a cameo in the short Tokyo Mater where he is seen drifting in Radiator Springs alongside Boost and DJ, leading Sheriff to chase after them once again. He then punishes the gang for their reckless actions by forcing them to use Bessie to repair a road. Wingo is later seen during the epilogue alongside the other Tuner Cars when they speed past Sheriff, who chases and eventually captures them. Wingo then helps Boost nudge Mack onto the rumble strips on the side of the road and laughs away at the sleeping truck, but is forced to flee the scene when Snot Rod lets out an explosive sneeze, waking Mack up from his brief nap. One night while driving on the interstate, the Tuner Cars notice a drowsy Mack and decide to prank him for their own amusement. Now that his paint doesn't get him into trouble, Wingo and his gang find new ways to get into trouble. These days, Wingo makes a good living designing paint schemes for an illustrious clientèle at his own custom paint shop. 
In grade school, Wingo's outrageous, inappropriate paint schemes didn't comply with the school's strict paint code, and got him into a lot of trouble.
